EXPANDING DEVELOPMENT IN MULTIPLE FORMATS
Increase Residential Construction.
Holt District has earned a reputation of excellence. People are flocking to our region to live, work and play. All of this has lead to skyrocketing amounts of development. Despite the huge amount of new development in the region, we have not been able to keep up with the pace of development. Estimates still show the region is short over 100 000 housing units. With property values rising, it is becoming harder to find a place to live in the region. Part of this plan is to increase the rate of residential development. While some areas may not fully support this expansion of development, it is imperative to continue to attract new business to Holt District.
Under this new plan, the rural areas of the region have been opened up for (controlled) development, and will see the creation of a new "hub" - or a new city. To be in the former Township of Northwest Holt, the new city will be the hub of high-density development in the region going forward, in addition to Sherkston. Given the restraints present in Sherkston, this new city will feature a mix of residential and commercial high-rises, in addition to park space, public transit and entertainment.
The Creation of a New Central Business District
Studies done for the Regional Government have shown that there is enough demand for commercial high-rise office space that the creation of a 4th CBD will not harm the Sherkston, Manatee or Shorecoast Central Business District's. This new CBD will be in the former Northwest Holt Township. This CBD, when completed, will be close in size to the Sherkston CBD as it stands now. Development will also be centred around the Sherkston CBD.
Commercial space is expected to boon in this project, at a rate that will only match demand. This new CBD will also influence the placement and construction of other planned projects in the region. A new public transit system will be constructed in this city, and will also influence any new region-wide transportation systems.

The Bold New HD plan includes intensification of new developments in the region. Many areas have been re-zoned to allow only medium-density development and higher, while in other zones lots sizes for single family homes have been restricted to a maximum of 2x2 tiles, while 1x1 tiles is now acceptable throughout the region, pending local municipal regulations. In an event a former municipal by-law does not allow for this lot size, the developer must apply to the muncipality for zoning changes. These are not recquired to be approved in areas affected by old regulation. All new regulations and expansions to the Build Boundary must follow the regional policy.
